Counsel for the petitioners submits that the petitioners are regular street vendors and vending at the road outside of the Old or New Delhi Railway Station for the past many years. Fear of removal by the respondent has led to the filing of this writ petition.

Mr.Gupta, counsel appearing for respondent submits that the petitioners are not regular street vendors. No details of their vending sites have been provided. Neither any document nor photographs have been placed on record to show as to where the petitioners are vending. He further submits that the Amended Rules have been notified and the proper course for the petitioners would be to approach the Town Vending Committee as and when it is constituted.
