This matter falls within the jurisdiction of the Central Administrative Tribunal, Principal Bench, New Delhi. As such, in view of the proscription contained in L. Chandra Kumar v. Union of India, (1997) 3 SCC 261 it is not possible for me to entertain this matter as court of first instance.

The petition is therefore dismissed with liberty to the petitioner to move the Tribunal for ventilating his grievance.
