1. This application has been filed seeking exemption from filing duly notarized affidavit and dim annexures. Binding the deponent of the affidavit to the contents of the application, the exemption is granted.

WP(C) 6466/2020 & CM 22764/2020
The learned counsel for the petitioner submits that the case of the petitioner is covered by the judgment dated 04.11.2019 of this Court passed in W.P.(C) 9088/2018, titled Mukut Pathak & Ors. v. Union of India & Anr.
The learned counsel for the respondents, however, submits that the petition is liable to be dismissed on the ground of delay and laches.
I do not find any merit in the objection raised by the learned counsel
for the respondents. Coordinate Bench of this Court, in its judgment dated 02.09.2020 passed in WP(C) 5490/2020, titled Sandeep Agarwal & Anr. v. Union of India & Anr., has already rejected such submission.
In view of the above, the present petition is disposed of in terms of the abovementioned judgment of this Court in W.P.(C) 9088/2018, titled Mukut Pathak & Ors. v. Union of India & Anr.
