3.In the circumstances, we dispose of this writ petition with direction to the respondents to treat the present writ petition as representation and take decision thereon within period of four

4.The decision as and when taken would be communicated forthwith to the petitioner. In order to enable the petitioner to avail legal remedies in case the decision is adverse to the petitioner, the operation of the decision, if adverse, shall remain stayed for period of one week from the date it is taken.
