Undisputedly, writ petition was dismissed on 03.09.2014. Petitioner died on 12.08.2016. These applications are moved by the applicants on 18.09.2017. Applicants no. 1 and 2 are son and wife of the petitioner respectively. Substitution application has been moved by the applicants with 311 days’ delay and review application has been moved with 1079 days’ delay. Applicants have not explained the delay satisfactorily and no good ground is made out to review the order dated 03.09.2014.

Accordingly, delay condonation application, review application and substitution application are dismissed.
