The petitioner, practicing advocate, has field this writ petition in

public interest and the prayer made reads as under:-

“a)Direct respondent Nos.1 & 2 to implement the policy to have the Advocates Welfare Fund Stamps of different denominations being used and affixed on Vakalatnama in Delhi under the provisions of the Advocates Welfare Funds Act 2001 given proper consecutive Serial Numbers, with immediate effect and also take all security measures to prevent forgery and printing of duplicate welfare fund stamps.”

2.It is the grievance of the petitioner that by not issuing serial numbers to the Welfare Stamps which are affixed on vakalatnamas filed in different Courts in Delhi as required under the Advocates Welfare Fund Act, 2001 and by not marking Rs.5/- and Rs.10/- stamps by different colours or marking, grave forgery and manipulation is being done and to prevent all W.P.(C) 1828/2018 Page 1 of 2.

these things, this writ petition has been filed in public interest.

3.Respondent No.1, the Department of Law, Justice and Legislative Affairs of NCT of Delhi has brought on record detailed affidavit which goes to show that the stamps are now being printed with proper serial numbers and different colours are being used for the purpose of identification of the adhesive stamps. The respondent No.2, Bar Council of Delhi has brought on –record the stamps now printed as Annexure R-3 which goes to show that the stamps are being printed in different colours. Rs.5/- Advocates Welfare Fund Stamps are printed in light blue colour and the Rs.10/- stamps are in pink colour. That apart, the affidavits do show that various steps have been taken for preventing misuse of the stamps.

4.That being so, now we see no reason to make any further indulgence into the matter even though during the course of hearing, the petitioner who appears in person vehemently tried to argue that this is not sufficient and steps should be taken for printing and circulation of the stamps in manner as is being done in various other states. We are satisfied that steps taken by the respondents are in accordance with the requirement of law and no further indulgence into the matter is called for.

5.The petition is accordingly dismissed along with the pending application.
